The U.S. Secretary of Labor has announced new provisions for the H2-A visa program which provides temporary farm workers. Large farms import foreign labor to fill positions for which they are unable to locate local workers. The new rules will require employers to document that they have tried and failed to locate American workers and that the use of foreign labor won’t affect worker pay.
